Fast shutter speed is used for when you want a still picture and there's a lot of fast movement, Slow shutter is use for when there's not a lot of movement,  And Fast shutter speed is used when there is no light and you cant see anything.

1. What are the advantages of shoot at a higher ISO at a sporting event like basketball or a night football game?

There is an advantage because with a higher ISO at a night football game you will be able to see because you need a higher ISO when there is no light.  

2. What suggestions did the author make about using a low ISO?
the author suggested that when there is plenty of light, you should always use the lowest ISO, to retain the most detail and to have the highest image quality.

3. What suggestions did the author make about using a high ISO?
The author suggested that you should use a higher ISO when there is not enough light for the camera to be able to quickly capture an image.
